Local Rules

1. STARTING TIME
The Committee shall lay down the date and time of the competition. The player shall report to the starter five minutes before tee-off time. Penalty for breach of this rule is two strokes where the Committee decides to allow the player to participate in the game. Rule 5-3a applies.

2. PREFERRED LIE
(a). Preferred lie shall not be allowed except when the Committee so rules
(b). When preferred lies is allowed, it shall be within scorecard length of the fairway being played ONLY.

3.GENERAL AREA (FAIRWAYS AND ROUGHS)
(a). These have been clearly marked and should be observed while on the course.
(b). A ball coming to rest before the drainages or bridges across the following holes is NOT deemed to be on the FAIRWAY: 1, 3, 5, 8, 9, 10, 11, 14, 16 & 17.
(c). A ball coming to rest on a stony/rocky surface either on the fairway or a wrong fairway as long as it is not in the rough may be dropped at the nearest point of complete relief, not nearer the hole without penalty.

4. TREES AND SHRUBS
(a). A ball coming to rest LESS THAN A CLUB LENGTH to the base of a young tree MUST be lifted and dropped. A player shall take a club length from the base of the young tree but not nearer the hole without penalty.
(b). A ball coming to rest MORE THAN A CLUB LENGTH on or by the exposed root of a tree on any closely mown area “in the general area” can be lifted and dropped not nearer the hole without penalty. (Decision 33 8/8 “ Model Local Rule Providing Relief from Tree Root”.
(c) there is no relief for a ball coming to rest less than a club length to the base of a tree.

5. IMMOVABLE OBSTRUCTIONS
The following are immovable obstructions:
(a). Fixed concrete and wooden seat benches.
(b). Buildings within the course.
(c). Grass cutting, rolling and watering equipment.
(d). Protective wire fences not being part of the boundaries of the course
(e). Felled trees and cut or broken-off branches which are beyond the power of the players to move.
(f). Drainage pipes and ditches leading from putting greens.
(g). Concrete bridges and culverts.
(h). Concrete drainages

A ball coming to rest in the concrete drainages or less than a club length to the concrete drainages behind the putting green, may be dropped not nearer the hole without penalty.
Affected Holes: 1, 7, 9, 10, 11, 14, 16 &17.

6. BALL LOST OR OUT OF BOUNDS.

A Provisional ball MUST be put in play (before proceeding for search) where it is uncertain that the ball is either lost or Out of Bounds.
Option to drop a ball in the vicinity of where the ball is virtually certain to be lost or out of bounds after search (including the nearest fairway area), under a two-stroke penalty is permitted.
Rule 18 apply.

7. PUTTING GREENS
(a). A ball coming to rest on the green can be lifted provided it is marked by the player or their caddies with a marker or coin.
(b). “If a ball lies in or on an edging groove around a putting green, or if the groove interferes with the area of the player’s intended swing, the ball MAY, without penalty be lifted, cleaned and placed in the nearest position to where it lay that is not nearer the hole and avoids interference by the condition, whether on or off the putting green”. (Decision 33 8/24 “Local Rule Permitting Relief from Edging Grooves Around Putting Green”)

8. SCORING AND SCORE CARDS
A player must ensure that his or her score is properly recorded on the scorecard. He or she is responsible for his/her hole by hole scores.
Signing an incorrect score card may result in disqualification.
Rule 3:3b apply.

9. DISPUTES AND DECISIONS
The Committee shall as much as possible uphold these rules which are without prejudice to the Golf Rules of Royal and Ancient Golf of St. Andrews. Irregularities or observations must be reported promptly to the Committee.

10. SLOW PLAY
There shall be penalty for slow play .
Rule 5:6 apply.

ii) PENALTY AREA.
• Water Hazards – Yellow stakes.
• Lateral Hazards – Red stakes.
• Bunkers – Not penalty area.
